Came across this this morning, and found cause !

And the root cause I found was this, assuming you have deployed Directory Catalog address books (LeightWeight NAB) to the local client(s):
      You have probably this setting i Notes - Preferences - Mail - Send and Receive:
        <dircat>,names.nsf
      wher your personal address book is the last one (names.nsf).
      Something in the first address book confuses the Notes Client, to initiate some sort of replication to foreign servers (or alike).

Solution:
      Switch the order to (remember the comma):
        names.nsf,<dircat>
      or avoid using the Directory Catalog, so it becomes:
        names.nsf
      The latter will work, if you are 'Always On' using 3G/4G WWAN or via wireless LAN (WLANs), or hooked up via LAN cabling.
